Skills promotion initiatives with regard to the new Planning and Building Act. ToR 2010:55 Remit
The Committee of Inquiry is to facilitate the introduction of the new Planning and Building Act, which enters into force on 2 May 2011, by organising, aligning, coordinating and implementing education and skills initiatives. These are to be directed at municipalities, county administrative boards and other government authorities. In addition, some initiatives are to be directed at companies and the general public.
Aim
The basic aim is to ensure the rapid, effective and legally secure application of the new Act. The aim of the skills initiatives is therefore to:
- expedite the introduction of the new Act;
- strengthen skills and thereby efficiency among municipalities, county administrative boards and other government authorities;
- create the conditions for a nationally harmonised application of the legislation;
- and develop the prospects of improved interaction in the area of planning and building.
Implementation
The Committee of Inquiry is to:
- organise, align, coordinate and implement education and information initiatives;
- produce educational material that primarily deals with the changes in the new Act, considers important problem areas and issues and addresses the needs and areas of responsibility of different target groups;
- produce information material about the new Act that is adapted to different target groups;
and - create a forum to support the introduction of the new Act vis-à-vis companies and the general public.
The Committee of Inquiry’s objective in its activities
Based on the aims of its remit, the Committee of Inquiry has formulated the following objective for its activities:
- The Committee of Inquiry is to provide the conditions for the uniform application of the new Planning and Building Act via education and information initiatives that are adapted to different target groups. The initiatives will address the changes in the Act in context, as well as important problem areas and issues.
This objective is to be achieved by:
- producing information material that is adapted to different target groups;
- offering needs-based education to all politicians and officials working with the new Planning and Building Act in municipalities, county administrative boards and other government authorities;
- producing and implementing a communications strategy to:
give companies and the public the opportunity to obtain accessible, comprehensible and appropriate information about the new Planning and Building Act, through such means as making the Committee’s education material available to the public; and provide more in-depth appropriate information to municipalities, county administrative boards and other government authorities.
The Committee’s ambition is for this work to be carried out in collaboration and dialogue with relevant actors in the municipalities, agencies, organisations and various planning and building sector networks.
The Committee’s work will be developed continuously based on the needs at hand.
Inquiry Chair and secretariat
To facilitate the introduction of the new Planning and Building Act, the Government appointed Director-General Janna Valik as Inquiry Chair to organise and implement education and information initiatives. The Inquiry Chair has a secretariat to assist her in this work.
